STOCKTON
- The Stockton Police Department on Wednesday unveiled a new mobile
command center, one that police say will improve communication
among emergency responders during disasters.
The $480,000 Mobile Command Post, or MCP, is a 45-foot trailer
hitched to the back of an International cab. It was paid for with
a $425,000 grant from the Department of Homeland Security and
a $55,000 Metropolitan Medical Response System grant, secured
with the assistance of the Stockton Fire Department, according
to a press release.
The MCP is intended to provide a shared command post for the
Stockton police and fire departments.
The command post's computerized nerve center, located inside
the trailer, offers improved communications technology, allowing
command post personnel to link radios, cell phones and land lines
across agencies onto a single channel.
A lack of radio interoperability among agencies was cited as
a major obstacle for emergency responders at the World Trade Center
on Sept. 11, 2001.
"This is pretty much state of the art for cities,"
Stockton Police Chief Wayne Hose said on Wednesday as he checked
out the new rig.
The MCP will be used for long, drawn-out situations that require
on-the-spot command and control, such as hostage situations and
natural disasters, police said.
The old mobile command post was too small and relied on obsolete
technology, Hose said. The new MCP has a separate compartment
for hostage negotiators, allowing them to communicate in standoffs
without having to worry about background noise, which can involve
SWAT movements.
The MCP was assembled by Jasper, Texas-based company Mobile Specialty
Vehicles.
